About this role: Wells Fargo is seeking a Business Execution Director… In this role, you will: Responsible for day to day operations, development and executing the global market surveillance monitoring program for capital markets sales and trading, etc. By ensuring surveillance systems, lexicons, controls and scenarios are appropriately developed to detect and identify potential market abusive activities or behavior This position is within the Corporate & Investment Banking (CIB) COO Shared Services Team, which is responsible for assisting and management of the Line of business program requirements. Within CIB COO, this position resides on the Supervision and Market Conduct Monitoring team and will be responsible for helping lead program and junior team members that enable the business in administering a comprehensive global suite of controls and monitoring tools to measure supervision, market conduct, etc. first line monitoring program across CIB (inclusive of the international regions).

This position will work in collaboration with other CIB risk and control program teams (RCSA, Policy Management, Governance & Programs, Issues Management, KRI’s, surveillance risk assessment, etc. ) to develop a comprehensive program for the Front-Line implementation of target state non-financial market risk. You will be a senior team member and an integral part of helping design, development, implementation and daily management for business risk controls, supervisory, and metrics for global first line of defense program. This is a non-supervisory role mainly focused on global Market Conduct/Market Abuse risk using trade surveillance and communication surveillance tools.

Required Qualifications, US: 8 years of Project Management, Implementation, or Strategic Planning experience, including Management experience, or equivalent experience demonstrated through one or a combination of the following: work experience, training, military experience, education 4 years of management experience Required Qualifications, International: Experience in Trader, surveillance or compliance operations management, Implementation, or Strategic Planning, including Management experience, or equivalent experience demonstrated through one or a combination of the following: work experience, training, military experience, education Management /leader experience Desired Qualifications: 8 years of proven LOB in Trading, Compliance, Operations function Excellent communication skills (verbal, written and interpersonal); ability to concisely articulate complex concepts in a clear manner in English (other languages nice to have: Italian, Germany, French, Mandarin, Cantonese, Japanese, Spanish) Supervisory, surveillance, compliance, operations, regulatory, or Trader background (Series 24 experience nice to have) Strong understanding of Market Abuse scenarios – FCA MAR, Dodd Frank Act Title VII and CFTC/SEC regulations, etc. Experience in credit, commodities, fixed income, FX, equities, and other derivatives at global financial institutions Ability to conduct investigation of allegations of potential compliance issues and other cases of ‘business not as usual’ or business operations issues investigation Development of models to monitor for suspicious trading (spoofing, front running cross-market, wash, communications conduct, etc. ) Prior experience related to the creation of business / operational controls, risk or surveillance measurement reporting for controls, supervision or surveillance. supervisory framework concepts Demonstrated capability to confidently raise issues, escalate early, and engage in constructive credible challenge independently.

Technical understanding of specific business operations, processes, products, and customer interactions and where they manifest risk as it relates to the LOB’s/market. Ability to develop and project manage in a highly matrixed environment. Subject matter Expert in trade/e-communication/voice surveillance or trading. Data science / analysis or machine learning exposure (nice to have) Job Expectations: As a senior level Subject matter expert you will help manage the program that reviews of trading alerts and / or E- communications and monitor program Act as the key point of contact for senior leaders and key partners in CIB LOB as it pertains to supervisory and market conduct administrative activities, including key risk indicators, key control indicators and key conduct indicators.

Recognize and advise upon non consistencies and potential issues with the program and escalate to key constituents in LOB, IRM and establish a formal communication channel to broadcast risk program via dashboards, etc. Work with the business and other support teams to provide market conduct/Surveillance expertise for projects and platform initiatives. Assist in the design, implement, operationalize CIB’s 1st Line surveillance monitoring tools and data sourcing including model calibrations Conduct yearly parameter tuning review of critical controls including surveillance parameters Write and keep up to date Written Supervisory Procedures (WSPs) Work daily with traders, desk heads, COOs and relevant stakeholders to answer questions and ensure compliance with Market abuse regulations as well as Implementation, execution and oversight of the trade monitor or E-communications/voice surveillance reports to support LOB Develop business requirements documents and write procedures related to surveillance/monitoring Develop and present metrics to the business and senior management related to monitoring surveillance and supervisory controls including review of processes and surveillance models required for compliance with policy or regulations. General day to day response to risk management situations needing immediate attention and follow through escalation to support Supervisory framework. Provide supervisory support to ensure trading and communications alerts are properly reviewed, closed or escalated and suspicious transaction and order reports are reported to regulators as appropriate.
